    REQUEST FOR INFORMATION (RFI)
    Federal Title VII B
    State Plan for Independent Living (SPIL) Priorities

    INTRODUCTION:
    The California Department of Rehabilitation (DOR) and the State Independent Living Council (SILC) will be releasing Federal funds under Title VII B of the Rehabilitation Act of 1973, as amended, to meet goals, objectives, and activities as outlined in the 2011 - 2013 State Plan for Independent Living (SPIL). The current proposed funding amounts are as follows:
    • For July 2011 - June 2012; $290,000
    • For July 2012 - June 2013; $270,000

    In past years, the DOR released solicitations unique to each SPIL priority with specific funding amounts and in some cases would receive no responses, minimal responses, or higher than anticipated responses. The current SPIL priorities and associated resource plan were developed with community input in 2010.

    Through this Request for Information (RFI), the DOR and SILC are seeking information to identify appropriate funding levels consistent with the interest of the Independent Living (IL) Network among the four (4) SPIL priorities identified below.

    Priorities articulated in the SPIL include -
    Attachment A - Develop a housing report and advocacy plan.
    Attachment B - Develop a report on best practices for employment outcomes and work to strengthen the capacity of the IL Network to provide employment services.
    Attachment C - Develop best practices in IL Network leadership.
    Attachment D - Analyze Independent Living Center's Diversity Plans and develop a report and tools to increase capacity to serve unserved and underrepresented communities.

    Details on each of the four SPIL priorities including goals, objectives, and activities are listed below in Section III Description of Goals from the 2011-2013 SPIL, Attachments A - D. The full version of the SPIL is available on the Internet at http://www.calsilc.org/spil.html.

    Responses to this RFI will assist DOR and the SILC in developing the scope of work and to identify appropriate funding levels for future solicitations to be released later this year. Note: Providing a response to this RFI does not guarantee funding to a particular or proposed concept/activity but will help to ensure that the solicitation is aligned with current priorities and capacity of the IL Network. Interested parties that choose not to respond to this RFI will still be eligible to apply for funding when the Request for Application solicitation is released.

    The Department of Rehabilitation (DOR), Client Assistant Program (CAP), is soliciting proposals (RFP) from private non-profit organizations for the purpose of assisting, advising, and advocating for consumers/clients, applicants, and former consumers/clients of DOR programs, Independent Living Centers and other programs funded by the Rehabilitation Act (29 USC Section 701 et seq.) regarding the consumers’/clients’ rights and privileges under the programs.     Community Organizing Grant

    INTRODUCTION:
    The California Department of Rehabilitation (DOR) and the State Independent Living Council (SILC) are pleased to announce the availability of Federal funds under Title VII B of the Rehabilitation Act of 1973, as amended, for award to eligible organizations in California, to develop and conduct new community organizing projects that involve and support persons with disabilities. Up to five (5) community organizing grants of $75,000 each will be awarded. Funding for each grant award is for one year, renewable for up to two additional years upon satisfactory performance as determined by the DOR and the availability of federal funds for this purpose.

    Identify the application on the lower left corner of the outside envelope as "TITLE VII B APPLICATION - IL-11-01".

    Identifying the envelope in this fashion will assure that it is not opened prior to the deadline date and time. Any application opened prior to the designated deadline because the envelope was not marked as instructed will be disqualified if, in the judgment of the DOR's contract officer, there is a possibility that the competitive process was compromised in any way by the early opening.

    I am pleased to inform you that funding is now available for national representation and collaboration for Independent Living Centers (ILCs) in California as outlined in the National Representation and/or Collaboration Grant Guidelines for 2010-2011. Two (2) National Representation grants of up to $6,000 are available for representatives elected by the independent living community to hold office or other positions of significant responsibility for the purpose of national or state representation that can be shown to benefit the independent living community in California. In addition, twelve (12) Collaboration grants will be made available for up to $3,000 for ILCs to participate in other national collaborative efforts that do not necessarily involve formal elected representation that will benefit independent living in California. The total amount that we have available to award for these grants for this state fiscal year is $48,000. This funding for organizations is limited and will be approved on a first-come, first-served basis.

    Letters of request must reach the Resource Specialist no later than March 30, 2011, in order to allow sufficient processing time prior to the effective date of the grant, which will happen by June 30, 2011.

    I am pleased to inform you that new technical assistance money is now available for Independent Living Centers and other eligible organizations in California as outlined in the Technical Assistance Grant Guidelines for 2010-2011. A grant of up to $4,000 is available to each organization for the purpose of obtaining technical assistance for the organization. The total amount that we have available to award for these grants for this fiscal year is $150,000. This funding for organizations is limited and will be approved on a first-come, first-served basis.

    Letters of request must reach the Resource Specialist no later than February 9, 2011, in order to allow sufficient processing time prior to the effective date of the grant, which will happen by June 30, 2011.
